RAFFLE/BINGO PERMIT REQUIREMENTS
ELIGIBLE ORGANIZATIONS - veterans, charitable, educational, religious, fraternal, civic and service, public safety, or public spirited.
TWO TYPES OF APPLICATIONS: one application is for Fraternal Organization and one application is for other organizations. A Fraternal Organization means an organization, except a college or high school fraternity, which is incorporated as a nonprofit corporation and which is a branch, lodge, or chapter of a national or state organization and exists for the common business, brotherhood, or other interests of its members and must be exempt from federal income tax under section 501(c).
REQUIREMENTS for Veterans, Charitable, Educational, Religious, and Fraternal
Organizations are as follows:
- Copy of Official Minutes authorizing raffle.
- Statement detailing uses of proceeds.
- Copy of charter or by-laws.
- Proof that organization has been in existence for at least two (2) years.
- List of prizes and dollar value.
- Date, time and place of drawing.
- Application and $10.00 fee.
If the organization is not a Veterans, Charitable, Educational, Religious or fraternal Organization, whose primary purpose is for scientific research, amateur sports competition, safety, arts, agriculture, preservation of cultural heritage, educational activities or educational recreation, it MUST be recognized as a Public Spirited Organization.
A Public Spirited Organization requires the above 7 items along with a Resolution of Burleigh County Commission recognizing the organization as public spirited.

INFORMATION THAT MUST BE PRINTED ON RAFFLE TICKETS FOR A LOCAL PERMIT OR A STATE LICENSE
- Name of organization;
- Ticket number;
- Price of the ticket, including any discounted price;
- Prize, description of an optional prize selectable by a winning player, and or option to convert a merchandise prize to a cash prize. However, if there is insufficient space on a ticket to list minor prize that has a retail price not exceeding ten dollars, an organization may state the total number of minor prizes and their total retail price;
- For a licensed organization, print "office of the attorney general" and license number. For an organization that has a local permit, print the city or county and local permit number.
- A statement that a person is not required to be present at a drawing to win;
- Date and time of the drawing and, if the winning player is announced later, date and time of that announcement. For a calendar raffle, if the drawings are on a same day of the week or month, print the day and the time of the drawing;
- Location and address of the drawing;
- If a merchandise prize requires a title transfer involving the department of transportation, a statement that a winning player is or is not liable for sales or use tax.
- If a purchase of a ticket is restricted to a person of minimum age, a statement that a person, must be at least " " years of age to purchase a ticket.
- A statement that a purchase of the ticket is not a charitable donation.
